EXP-S01 replay: five agents share a reserve

Five LLM agents (llama-3.1-8b-instruct-fp8-fast) share a reserve of 100 units over up to 20 rounds. In treatment runs they post one public message per round and can amend the group cap by vote; in B0 runs the same charter exists but there is no discussion channel. Mechanics: each round every agent privately takes 0-10 units; if total demand exceeds the reserve, units are rationed proportionally (never more than requested); the reserve then regrows by 10% of its level at the start of the round (capped at 100). If the reserve falls below 10 after extraction (before regrowth) it collapses permanently and the run ends. Charter cap = median of the five round-0 proposals. Amendments (treatment only): agenda = lower median of proposed caps, adopted with at least 3 of 5 yes-votes, effective the next round. Per the pre-registered rule, the claim "discussion+amendments sustained cooperation" was NOT made (treatment sustained 1 of 3 seeds).
